Discovery Scout can only be used by those with the Discovery Management role which a global administrator in your tenant must apply. The tool will allow you to select your source mailbox(s), search parameters, and finally your target mailbox and folder. Additionally, you can view what emails were discovered through the tool, and if multiple mailboxes were chosen, which user the email pertained too.
